What Is MOTC and Why Does It Matter for Fleet Operators?

The Ministry of Transport and Communications (MOTC) oversees road transport regulation in Qatar. As part of a wider push to improve road safety, MOTC introduced mandatory In-Vehicle Monitoring System (IVMS) requirements for commercial vehicles. In plain terms: if your business operates commercial vehicles in Qatar, you are legally required to have an approved GPS tracking system fitted. Without it, you cannot renew your vehicle registration.

Which Vehicles Need a Tracker?

The mandate covers any vehicle registered for commercial use. This includes trucks, HGVs, buses, school buses, tankers, light commercial vehicles registered under a company name, and taxis or limousines with transport companies. Private passenger vehicles are not covered, though many private owners fit trackers voluntarily for security.

What Does an Approved IVMS Need to Do?

MOTC does not just require any GPS device. The system has to meet specific technical requirements: real-time location updates, speed and trip data logging, historical data storage, the ability to transmit data to MOTC if requested, and alerts for speeding and harsh driving. What Happens If You Do Not Comply?

The most immediate consequence is a blocked registration renewal. You cannot complete the process through Metrash2 or at MOTC service centres without proof of an approved IVMS installation. School Buses: Stricter Rules Apply

School buses face additional requirements on top of the standard IVMS mandate. Tracking systems for school transport must provide real-time location visible to parents, boarding and alighting alerts, route deviation alerts if the bus leaves its approved path, and speed monitoring in school zones. Schools and transport companies that cannot demonstrate compliance risk losing their operating licence.
